The goal is to get candidates closer to finishing the PhD dissertation, by troubleshooting their current GT problem s and listening to other student's current GT problems in an open, supportive and noncompetitive discussion.

Seminars cover the many GT issues candidates face in completing their PhD dissertation. All students will learn from each other, and receive invaluable help.

The book is about the origins and growth of grounded theory GT as developed and written by Barney G.

It is not written to compete or compare with other QDA methods. The competition with other perspectives is up to the reader to write up, if he so desires.

My goal in this paper is to write up the GT perspective clearly and historically to date so it can be used by others in research and the rhetorical wrestle between different perspectives.

As GT spreads throughout the world a clear view of the GT perspective is constantly needed and requested from me by researchers for doing GT and for trying to explain the method to others, particularly supervisors and peer reviewers.

One of the precious properties of classical grounded theory GT is the autonomy it gives the researcher. A response to a cry for help from a novice GT researcher can take away his autonomy It can be a strong answer by a strong senior researcher that undermines the merging theory of the novice.

The novice must be careful not to yield or give away his power of autonomy for a need for help as desperate as he may feel the need. This book deals with this issue of losing and of preserving autonomy and many related issues.

This book deals simply with choosing classic grounded theory CGT as the methodology to use mainly for doing the dissertation. CGT stands alone as a separate method not as a competitive method in conflict and controversy with all the QDA qualitative data analysis methods jargonized as a type of GT.

This reader provides a myriad of CGT properties to consider in choosing it as the method to use. There will be no competitive arguments with other methods offered here.

The advantages to governments of having a reputation for being reliable and credible are well known. It is much less clear how those reputations can be established, especially in countries whose histories and institutions are too new or weak to provide adequate signals about the credibility of their chosen policies.

Since World War II, the number of states in the world has grown from roughly fifty to just under two hundred. The vast majority of states, including postcolonial regimes and new democracies, cannot rely on historical interactions as a basis for their reputations.

Countries can rely on external actors for help in acquiring international legitimacy. In May , the Ministry of Finance of the Russian Federation hired J.

Another way countries can gain credibility is by importing the monetary policy of an anchor nation. In the wake of the crisis in Ukraine, some U.

The ongoing debt crisis in Greece and southern European countries and the recurring turmoil in financial markets have seriously weakened the credibility of the European monetary union and its member countries.

Thus, history abounds with examples of governments that lack or have lost credibility in the eyes of international markets.

In tackling this issue, I focus on the credibility of monetary regimes, a topic that despite its centrality for understanding international monetary cooperation, inflationary expectations Kydland and Prescott ; Barro and Gordon , and currency crises Krugman ; Obstfeld , has largely been neglected.

The exchange rate is the most important asset price in an economy. It is an emblem of its importance to the world, a sort of international status symbol.

In this book I offer a novel account of credibility building in international finance. I argue that in effect, governments may borrow credibility from third-party actors.

I develop a theory of borrowing credibility through financial integration via multinational banks. Multinational banks with established reputations enhance the credibility of institutions and policies in host nations that is necessary for the credibility of their monetary regimes.

Reputable foreign bank investors can thus serve as external anchors, alleviating the credibility problems of emerging-market governments. The origin of the credibility of monetary regimes can be traced to the classical gold standard, which was the prevalent regime in the international monetary system from the s until World War I.

It was based on fixed exchange rates, as the gold standard was, but only the U. In other words, the United States pledged to redeem dollars for gold.

In this arrangement, exchange rates were fixed but adjustable because governments could devalue their currencies when they faced a fundamental disequilibrium.

Bordo and MacDonald , 4 argue that a key underlying factor behind the sustainability of a fixed exchange rate regime is the credibility of the peg.

A credible fixed exchange rate regime is less likely to suffer speculative attacks Bordo and MacDonald , 3. If a monetary regime is credible, expectations of market participants will remain well anchored even in the face of bad economic conditions Fergusson and Schularick Credible monetary arrangements will prevent the population and investors from engaging in currency substitution and speculations against the local currency and will reduce the probability of rumor-based reversals in capital flows Edwards ; Grabel In addition, countries with credible monetary regimes borrow at lower interest rates in international markets.

Bordo and Rockoff portray the gold standard as a kind of Good Housekeeping Seal of Approval that conferred significant credibility on its adherents.

The rate on a gold bond was forty basis points lower for countries on the gold standard than it was for otherwise comparable countries Bordo and Rockoff , In contrast, a monetary regime that lacks credibility suffers currency volatility, devaluations, and financial crises with devastating domestic and international consequences.

When a government does not observe the rules of the game inherent in a monetary strategy, speculators will lose confidence in the currency, an intervention by the central bank in support of the currency will drain international reserves, and the government will be forced to abandon the peg Krugman These include several crisis episodes in Latin America e.

The crisis created a panic in international financial markets, the ruble lost more than 80 percent of its value, the Russian government defaulted on its debt, and a political crisis erupted.

Currency unions may break up too. Currency crises are very costly; they reduce national output by about 5 percent to 8 percent over two to four years Hutchison and Noy Building credibility thus is an important task for monetary policymakers around the world.

Re-establishing credibility after a financial collapse that has bred uncertainty among investors and the public is also difficult and often requires radical institutional reforms.

Achieving credible monetary regimes is particularly important for emerging markets that suffer from the high borrowing costs, which hinder investment and economic growth.

They have little endogenously created reputational capital. The general public and international markets have limited confidence in the technical abilities and commitments of the monetary authorities of these countries to undertake politically unpopular anti-inflationary policies Schmieding As a consequence, emerging-market countries that lack credibility are subject to currency speculation, high interest rates, and a host of other problems that make the task of governing more difficult and the development path more uncertain.

The argument I advance makes a distinct contribution to the debate on credibility in international markets. It challenges the prevailing scholarship in economics and political science, which depicts credibility building as being the result of domestic institutions such as autonomous central banks or fixed exchange rate regimes or international agreements and institutions.

The problem with the first instance of this reasoning is that many countries lack the institutional setup that could assure market participants that the government will not renege on its promises.

Central banks in emerging-market countries lack credibility and the ability to conduct their monetary policies independently of government fiscal needs, and thus inflation expectations are not firmly anchored.

The focus on the credibility-enhancing effect of the presence of foreign banks also contrasts with much of the research that emphasizes international institutions.

The existing studies that explore credibility enhancement by delegating powers internationally ignore private-market agents, such as foreign investors or lenders, as external anchors.

Ultimately, the theory and evidence presented in the book presents an alternative to the claim that reputation can serve as a substitute for a commitment mechanism.

Many emerging markets, however, have little reputation to protect. Put differently, foreign bank ownership serves as a proxy for the commitment of host governments to pursuing macroeconomic policies compatible with a credible monetary regime.

The credibility of monetary policy depends not only on monetary policy but also on the perceived coherence of the overall macroeconomic program Blackburn and Christensen , 4.

Nonetheless, it is not enough to provide initial credibility. The presence of foreign banks thus gives assurance to financial markets that the policies a government has announced will be carried out.

The ability of reputable multinational banks to reduce information asymmetries in financial markets when one party in a transaction has more or superior information than the other party , combined with their ability to punish revealed bad behavior, provides a credible commitment device in the eyes of international audiences.

The presence of multinational banks creates the credibility of currency policies, rather than simply revealing it. The theory I propose is thus concerned with both actual changes in government behavior in emerging-market countries that are trying to gain legitimacy on the international stage and changes in how these countries are perceived as a function of the presence of foreign banks.

This book moves beyond approaches that focus on passive third-party perceptions of government reputations instead of active transformation of government behavior.

The finance literature on the role of financial intermediaries in international credit markets has long argued that when information about sovereign borrowers is scarce, investors rely on the reputation of prestigious bank underwriters Riley ; Fang ; Flandreau and Flores , I extend this strand of research by examining multinational bank investors as enhancers of the perceived credibility of governments.

In my theory there is scope for a transfer of reputation from a reputable multinational bank to host governments. Foreign banks contribute to the consistency between monetary and macroprudential policies policies safeguarding financial stability through these channels.

This study highlights the benefits that multinational banks confer for financial stability. First, foreign banks increase transparency in the financial system by tightening up accounting standards and disclosure rules so governments will have greater difficulty concealing their actions in financial policies such as granting political loans to their constituents through state-owned banks.

The best starting point for a discussion is the influential work of J. Broz argues that the transparency of a fixed exchange rate regime and the transparency of political systems are substitutes in ensuring that inflation expectations are anchored.

Financial transparency and information sharing have important implications for the level of risk a bank takes and consequently for the likelihood of a financial crisis Houston et al.

This book emphasizes that foreign banks can help establish institutions that promote the availability and exchange of transparent credit information, such as credit-reporting institutions and accounting and auditing firms.

When projects that generate domestic currency are financed with foreign currency, banks and firms accumulate dollardenominated debt and thus face severe currency mismatches in their balance sheets Eichengreen and Hausmann ; Calvo and Reinhart Multinational banks can improve transparency in financial reporting by, for example, promoting international accounting standards.

Information-sharing institutions promote the exchange of credit information in the financial system. Therefore, they mitigate information asymmetries and serve as a disciplining device for borrowers by increasing the incentive to repay loans if they want to remain creditworthy Houston et al.

Furthermore, financial reporting also helps the authorities to strengthen supervision of regulated financial institutions.

In this way, credit reporting institutions support the supervisory role of the state World Bank In sum, transparency and the availability of credit information allow economic agents to monitor and assess financial stability and the credibility of monetary policies.

Second, foreign banks can improve the quality of regulation and the stability of local banking sectors by exporting regulation and supervision from home countries and by promoting regulatory reforms in host markets.

Foreign banks promote the harmonization of regulations with host countries so that common standards are imposed on banks. A prominent example of this are memoranda of understanding regional agreements between home and host supervisory institutions in the Nordic-Baltic region and elsewhere that provide a framework for cross-border supervision, cooperation, and information sharing see chapters 4 and 5.

A robust regulatory and supervisory framework in emerging market countries will help rein in the financial instability that is inherent in financial markets and institutions.

Financial regulation and supervision is also an important complement to monetary policy in efforts to counter rapid expansion of bank credit Schoenmaker Third, multinational banks can act as private lenders of last resort by providing emergency liquidity facilities to their affiliates.

The argument and evidence presented in this book suggest that by providing lender-of-last resort facilities to their affiliates overseas, parent banks can prevent bank runs and panics in host countries.

Foreign banks can thus strengthen financial stability in host countries by improving the liquidity and solvency of their affiliates Vogel and Winkler The ability of multinational banks to raise funds in international markets allows them to operate their own internal market, thus providing their subsidiaries with access to capital and liquidity in times of crisis.

Recognizing the importance of global banks in the international financial system, the IMF has only recently broadened its support from sovereign countries to include global banks.

It is worth noting that as a consequence of the increase in the international activities of global banks, the responsibility for national central banks in their role as lenders of last resort has become blurred Obstfeld , 5.

Who the capital supplier of last resort is, however, is not consequential for the theory of monetary credibility put forward here. What matters most is the expectations of market participants that branches and subsidiaries of multinational banks have access to additional liquidity when in need, to avoid a destabilizing systemic banking crisis in emerging markets with negative implications for the credibility of their monetary regimes.

I test the independent effects of these three mechanisms in detailed case studies presented in chapters 4 through 6. In assessing the risk premium, market participants look at macroeconomic indicators, including inflation, foreign exchange reserves, public finances, and external debt to assess whether monetary and fiscal policies are compatible.

But my argument implies that market participants also look at indicators of financial stability. To gauge the importance of foreign banks for financial stability, I analyze information-sharing mechanisms credit reporting institutions as a measure of the transparency in a banking system.

I also examine banking sector reforms, credit allocation process, credit quality volume of nonperforming loans , banking sector capitalization, and progress in the process of harmonizing banking laws and regulations with international bank safety standards e.

Finally, by comparing financial crises in host and home countries chapter 6 , I show how foreign banks act as international lenders of last resort in difficult economic times.

But what people feared did not happen, as the subsequent chapters of this book demonstrate. As Allen et al.
